It’s flat damage added to you character, so it applies only on weapon attacks and skills with % Weapon Damage.
Yeah as a general rule in gd every flat dmg applies only when %weapon dmg is involved.
What about Aura of Censure and Night’s Chill? There are certainly places that flat damage is applied per tick instead of as a weapon damage buff, so I can see how this could be confusing.
IEE adds a flat elemental damage buff to your weapon attacks and %WD skills as well as converting physical to elemental globally, so you may see disproportionately more elemental damage in skills that have physical damage components since they are being converted.
Aoc a nc both work as a spell so that dmg you read is applied by the skill / spell itself.
Both skills you mentioned are offensive buff-auras, IEE is a defensive buff-aura. You can state that as offensive aura and defensive aura, defensive is when everything in a particular skill affects player(s) only, while offensive are those who affect enemies (they don’t have to affect the player). Defensive in this situation doesn’t mean it raises your defenses by any means - IEE doesn’t do anything like that iirc. I think it’s easy to distinguish these buffs since there’s always something that makes the skill say “Hey, dude, I affect enemies too” in their description.
The +x% elemental damage in “Overload” is applied globally.
The +x% dot elemental dot damage and +x% crit damage in “elemental balance” is applied globally
The conversion from “IEE” is applied globally.
The flat damage in “IEE” itself only applies to weapon attacks or attacks with +x% weapon damage
Finally the one thing I can’t be arsed to test again is whether the flat dot damage on overload is global or not. I believe it is global as I tested it on PRM build some time ago but I could be wrong
PRM used to have weapon damage built in.
Flat DoT damage from IEE is global assuming the skill has %WD.
The DoT also stacks in that you can apply burn, Frost, and electrocute damage all on the same target
