First things first, we need to exterminate the den of wolves at our drop-in zone. Then mine about a thousand stone and chop a few trees. After that we can place our town center and the world’s our oyster.
How are you tackling this challenge?
Short answer, I’m not. Though you should have enough stone to build bridges if you can ever get the TC up to tier 3. 
You need bigger island.
I think you can survive there with one shelter and fishing shack. But there is no way to develop with bridges in tier 3.
PS. On second thought I’m not sure if you have enough logs there even to build the town center.
PPS. Wait, there is a winter ahead and if villagers can walk over frozen lakes (can they?) then you can force them to move out and start chopping trees and building houses on the mainland.

Just have to start somewhere else on the map and then eventually build a bridge to get all that lovely stone.
