Judicator's Seals RR: flat or %?

Hello.

Just want to ask about RR of Judicator’s Seals.
The hovering text says:

20 Reduced target’s Resistances for 2 Seconds

so I assume it’s flat reduction.

However in several guides it is listed under % reduction.

Which one is true?

Mythical Open Hand of Mercy used to have 8/12% Reduced Resistances, but patch 1.1.9.2 overhauled the ring set and the ring now provides % damage reduction instead of type C reduced resistances.

That’s why older guides would have listed it as such, because it was on that ring but is now removed.
