How is this related to game giving you information about its mechanics though?
I am not gonna give you any examples at all 
I guess because you can get to level 80 in veteran if you clear everything and Elite does not scale up to that the first acts? That is the only example I can think of.
Well at FG release, if you went to do FG act after Krieg, all enemies before Twin Falls were too low level to even give xp if I remember correctly, on normal difficulty that is.
This was “fixed”, now Cronley and Undead mobs there scale to like level 40.
I can see elite act1 stuff scaling to level 80, because we got new content to do, we get to elite at higher level.
Also veteran got a 10% xp boost.

What areas in Act 1 scales beyond 69?

How can you see stuff in elite act 1 scale beyond 80? You mean “you would LIKE TO SEE”?
Anyway I am kind against it, it means you will you will drop OP items too early and thus less reasons to keep playing. If aything I would rather see normal scale to lower levels, so you have to move on to elite and ultimately to ultimate.
I mean scale to 80, to match the max level you can get in veteran if you do absolutely everything.
SR is “infinite”, afaik SR scales with you in normal.
Less reason to keep playing what? Ultimate?
If I get fully leveled and geared in mid elite, why should I keep going? I think this one of the problems OP is after. In diablo 3 you can always grind for primal ancients and paragons.
Then jump to ultimate or enjoy smashing enemies in elite and drop more goodies for the future.
How can I do that if I am in say act 2? Read the thread from the beginning. Have you done that Maska?

Its bad game design. Diablo 3 is a much better game as far as fundamental system design goes.
