Your Fire/Lightning resists are the issue. Lokarr can reduce them by 30 or 40 so even with Flamedrinker Ointment, you’re sitting at around 50 or 60% Fire resistance and less on Lightning (as he does a fair of Lightning after Fire/Burn/Physical).
Get your resists up, you want these at least capped first and foremost in Ultimate. Some overcap helps to counteract resist reduction debuffs as well.

Switch out the component on your head, chest, and shoulders for Living Armour to boost your Ele resistance.
Switch out your Ancient armour on your pants for Spellscourge Plating. That will significantly up your ele resists.
then after you add your fire and lightning potion you may still be at 80% resist against lokar.
Why not use the devotion “Huntress” with the skill “Rend”? It has a 20% chance on attack for -32% bleeding resist and - 150 OA when maxed.
Just my 2 cents, but fire is a pretty common elemental damage. My suggestion for the easiest and cheapest build fix:
That will even out your element and you should be able to maintain close-to-max res by using a couple of consumables to counter the RR
Edit: One of Lokarr’s attacks does 30RR and another 40RR. So with a 25% consumable you’d still be maybe short 10%? after 40RR. You could just swap one of your augments before the fight or find a few more % somewhere else. For example, Lokarr has no poison and irrc his minions do not, either - so could swap a poison augment temporarily.
