Level 100 and ultimate gameplay?

Do you get higher-level drops of the same weapons if you are level 100 and play on ultimate? Weapons that do more damage?

Highest tier for gear/weapons is L94.

You can get many different tiers of the same weapon so yes, higher ones can be more powerful.

Generally - yes.
Higher level monsters drop higher level weapons. And level of monsters is determined both by your level and difficulty.

Is there a huge difference between tier 90 and 94?
