It seems that the maximum of population is 1000. May I know which version can break this limit.

None of them. Only with a mod atm can you go higher. Devs plan to remove the cap nearer to full release of the game.
I know there is a mod, but the problem with maxing out population is that your PC will struggle, no matter how good it is, as the game is not yet optimized. Just stick with the cap, you really don’t need a bigger population at this stage of early access anyway, you can efficiently use every building in game to meet all your needs with less than 1000 population. To my mind the removal of the cap will only be needed when Crate adds more features. .
