I accidentally lost all of my components and materials in my shared stash. Is this just me?
did you select the new dedicated component tab?

yes! I selected.
I noticed that the materials in the dedicated tab had disappeared. 
I found the cause. If I turn on cloud saves, delete the cloud saves, and then load my offline data, it seems to be lost.

you lose it, you can restore it by loading the backup data.
when you turn off “cloud” you’re swapping save location on your drive, so the files need to be in the new place to begin with
1.3 is using a new file for components as i understood, so when flipping from steam save folder to documents folder your components are “missing” because you didn’t transfer over that new file yet
*basically usual save folder swap /“missing char/stash” people had speculation
