Since new update I started new game and now people in the market sometimes work but often they seem to think all jobs are done when they are not. For example I have abandons of 3 types of food in granaries but they will only distribute to some houses while never to some others (before you ask - one of the bugged houses is right next to the market) - so the other 2 types of food never gets eaten and I cant upgrade those houses as they never get more than one type of food. Sometimes they will move the food from granary to the market and sometimes they wont (even if the food is selected for being able to be in the market) - I did not have those issues before the update
