Sorry to bother with this question, but in the new patch and subsequently in the new expansion could be possible to drop an equip that would have all it’s stats maxed?
Still don’t get why get them would be bad at some point… try to do a particular end-game dungeon or something like that that at the end of it drop only stat-maxed level 94 (or could be good give to them the level 100 request maybe…) random drop wouldn’t be bad, am I right?
Wouldn’t be “completition-wise” be awesome have something completely “FINAL END GAME” to equip?

personally never liked that concept
it leads to this sorta thingy where if you then don’t have the maxed/“perfect rolled” version of an item, then suddenly all other or nearly all other versions of said item is “meaningless” or worthless in people’s minds.
GD not doing perfects versions was actually something i liked/thought was a good thing even if just accidental or deliberate

Random drops would be useful until the last dungeons. Practically “perfect items” would be the last things that would be got, since to farm them would be necessary have a good build based on “random dorpped items”.
The functional base would be the same as common-rare items that exist in the game. Those are useful only until you start to get rare affixes, infrrequents, epic and legendary items from better stages of the game.

until you get perfect rolls you’re always gonna feel your build/char isn’t done
any top build that’s posted is always gonna be from the pov of perfect rolls
you’re mentally gonna zone in on a range of stats and anything not that or very close to that gets trashed as “worthless”
and, while not applicable to me/GD as much, any trading economy gets tainted by it
imo it’s not a good concept because it brings nothing real positive, and a lot of potential drawbacks, simple one would be “are endgame balancing concerns now gonna be from a perspective of min rolls, avg rolls or max rolls - because 13 perfects suddenly impact things a bunch”
also bad for OCD 
anyway that’s just my view on it/distaste for it, i know the idea of perfects are very popular among other players
