Movement speed cap increased?

This is in the infestation zone in Malmouth, no mutators or anything. I have 6% more max movement speed coming from somewhere. Did I miss a changelog?

yep, Hydra got +6% max ms quite a while ago

This is the effect of “Hydre” Devotion, and I remember its maximum movement speed was increased in version 1.2
