We did the first quest together and after turning it in my friend did not get the quest reward yet he could still get the following quest (slaying boss monsters)
Was your friend also on the same quest? They are not globally granted.

He says that he did but we can’t confirm it of course. Not being globally granted might explain it but would he still be able to get the next quest if he didn’t pick up and complete the first?
