…but I don’t want less than half of Devastation converted to cold. I want almost all of it.

You can still achieve 100% with this gun alone, as I already said. Just prioritize some points to Star Pact, you don’t even have to sacrifice much for that, +3 to all arcanist skills would do the trick. Farm a little till you get 54% conversion, or GDStash it if you can’t stand farming.

No issues achieving 100% conversion. You don’t even have to farm for that pistol to be super good, just focus a little on Star Pact, which will be super easy. Starfire rings would be good on any lightning or cold build, so you already have free +4, and a relic with a belt, so that’s +6 (52% conversion). If you manage to get hat, amulet and off-hand with bonus to Arcanist, it’s another +3, so 58 conversion. 42% from that gun is like 80% chance to obtain.

It somehow didn’t reach my nut (read: brain). But anyway, the fire >> cold is still easy to get, if you want to sacrifice 50% of your gear for conversion only, that is.
