No limit on terraforming. Work camps plant trees

It would feel more free to be able to just select a large area to terraform without limit, the limit now somtimes messes up the area more then what one would try to achieve with the terraforming.

Is there a reason why work camps cannot plant trees? It would be nice to have that.

They can plant trees once you can upgrade them.
