Does it have several spawn locations?
He has a chance to spawn. Same with the one in Bastion of Chaos last floor.
I don’t know if they just changed his location or if he really has multiple spawn locations now, but instead of his (for me) usual position in the south-east last time I visited SoT he sat somewhere in the north-west.
The vendor has always had three different locations in my experience. I’ve never had him not show up, so I suggest just keep exploring.
