norm vet to elite Question

So I recently completed norm vet and moved to elite. I noticed the my resists were different in elite then from normal vet. no gear changes at all. not all my resists changed tho

break down was 43/80/82/45/61 = 18/80/57/20/36
52/56/28/41/40 = 52/56/28/41/40
normal vet Elite
Is this normal for arpgs? I am new too playing these but I find it annoying that I get a hidden resist debuff on certain resists or is this a bug? 25% seems like a lot to me.

When you move up to elite, there is a -25% on resists…

Then, moving up to elite, will take off a total of -50% resists.

Edit :: Resist penalties have been pretty consistent since Diablo 2
