No doubt because it’s been stolen by all the non-reflective mobs that have it.

I also noticed a Briarthorn hero that didn’t have the yesterday but forgot to take a screenshot unfortunately.
Add Corpusia (possessed human hero) to the list
and can we please change the new icon when the reflect aura goes up? because on those enemies that get the icon the reflect aura is harder to notice. missing icon though (skeletal knights also don’t get it):

The new Reflect icon has been a bit of a mess to be honest.
Many wrong applications or missing on enemies that do have it. And I agree with the previous post. The new Icon kills clarity. It is basically impossible to tell when the effect is actually active or not.

Yes. Almost everything that could be wrong with it is wrong with it.
For instance Ancient Shambler, but he has no reflect at all, does he? Grim Tools states that only thing related to reflect he has is “50% Reflected Damage Reduction”.
it’s not attached to actual reflect, but some universal shared stat/buff/passive among these enemies
eg all the reflect enemies that don’t have it, and all the non reflect enemies that do have it 
- i’m guessing it’s tied to a shared template they’re using, we had similar issue when some other archetype icons got introduced like the + icon for Regen
