As seen on the Screenshot, i tried to build a Road bitween 2 Sea’s but it didn’t work for me. I Tried to flatten it but it doesn’t change anything. I can build Palisade on it but no Roads.
When you are building, the tiles where you can’t build are yellow. Maybe if you try to carefully have your road go in this narrow (non yellow) space it could work.
I think it may be that roads, being curved, check all the tiles that they touch for things like water. I suspect that if we examined every tile that the road touches (even just passing through the corner of a tile), one of those is probably blocked due to water.
