So I’ve got this occultist, who is currently at level 18, and is probably doomed to fail.
I’ve searched through this forum for occultist builds and it looks like most, if not all, only use a select few of its skills.
So I’m just wondering if I shouldn’t start over, or if there’s a way that I can re-spec all my skills.
Any advice would be appreciated.

You do know, that GD is a dual-mastery game, yes?
At lvl 10 you can pick a 2nd mastery. Do that, you should be fine.
Single mastery Occultist would be somewhat derped, agreed.
Edit: I was too slow it seems. Anyway, if you respecc the skill points from Occultist, you can ALSO respec the points invested in the mastery (all but the last). So you can invest many points in you new 2nd mastery. Don´t worry, it is gonna be fine.
As tsuelue says, GD is meant to be a dual mastery making a class game rather than just play the one mastery. It can be done, but the game is designed around choosing that second mastery so you will likely gimp your toon trying to do without it. As also said, you can buy back skill and mastery points at the spirit guide providing you have the necessary items/iron to do so. You can still make the choice, it’s not possible before level 10, but can be done any time after you hit that.
I’d have a look in the Compendium to see if any builds using Occultist interest you and then see what you can do to amend your build.
Your other problem is that you’re putting too many points into skills and not enough into the mastery itself. You won’t have enough attribute points to equip better items if you don’t increase the mastery bar.
Plus the Mastery bar is your only real way of boosting your health/energy. A good tip for new players until you get used to the game is to put 2 points into your mastery bar and one in a skill each time you level up.
The amount of skills available for each class means that you will end up concentrating on only a few skills with each char, don’t expect to be able to use loads of skills from the tree on a single char.

I found the spirit guide in Devil’s Crossing, so once I find a build I like I can re-spec my skills thankfully.

Don’t give up on Occultist just yet, it has some really fun skills.
Dreeg’s Evil Eye with the modifier is one of my favourite skills. Nothing says hero of justice more than melting your enemies with vile poison while you run circles around them.
Also Bloody Pox isn’t bad if you want to go cabalist (Necromance as a second mastery) and has a nice farm-able set later game, Dark One’s Gift.
Leveling occultist is very easy. Just take Dreeg Evil Eye with transmute as main attack skill, Blood of Dreeg as heal, Curse of Frailty as slow/control. Later put Mark of Dreeg on any weapon/offhand. Devotions: all poison, manticore, abomination to tainted eruption, rumor. On veteran/elite just drop your poison skills and run around target.
