random drop, and due to the nature of epic and legendary jewelry much harder to drop, best way to get that item is by grinding in SR 60-61 in ultimate, followed by totem and nemesis hunt. Otherwise, if the only stats you want from that amulet is the +1 all skills, better just go hunt Demon Shrek Kaisan
