Would a Phantasmal blades build be better off with a 2h weapon? I understand it is based on weapon damage but I’m not familiar with the mechanics or how DW would affect this skill. I’m presuming less base damage with DW but I don’t want to presume.

IMO Frenetic Throw is better with 1H/Focus as it is really expensive to use, especially once you get into the Ultimate Levels.
With Frenetic Throw, the weapon damage is absurdly low, so I agree, at high levels, 1h and caster offhand is probably best. Before the costs get out of control, dual wield is also nice for pnuematic burst and for 2 weapon procs.
