I was just placing houses and I was able to plut it inside 3 of the squares that should have been occupied. Only 3 squares out of the 3x3 were green. I put the house down and it built like normal just overlapping in that spot.
This sometimes happens when the shelter is on only 2 squares.
I take advantage of this situation by decorating it to improve desirability.
