In general. I love PS (all variations) and lightning PS with Ultos set is my favourite. But lets be honest - it was never been even A-tier AA skill due to well known reasons. In latest PT we got some staff for PS:
Brute Force: increased Health scaling with rank to 1320 by rank 12, 2520 by max ultimate rank

So we got like 700 li and 250 phys dmg on average with 100% phys>li conversion. Some cents but ok and 1200 less bleeding

Thunderous Strike: increased % Damage Modified penalty to -45% and increased % Weapon damage penalty to -110%.

As you can see in PS section, we lost almost 25k WD for a B-tier skill.

So my main question was that nerf needed? Just because we will have Berserker with 17% tdm when in form for 8 seconds?
Also some runs of 30-31 in current PT. In 1.2.1.5 average time was around 6-6.20, now it’s 8+
Yeah, none of them were decreased. Just raised hello -tdm and that 10% wd increase in one hand with additional -17 tdm in another is a joke.
At least spam ps is one of the worst skills in the game rn and someone can finally enjoy CD PS. Absolutely 0 reasons to waste time playing spam ps
The % Weapon Damage remains the same 395% (at rank 26) in v1.2.1.5 and in playtest, not changed.
PB, ABB, Forcewave and Aegis all have higher %WD in playtest, but not PS.
I just checked my low level spam PS vindicator and was unpleasantly surprised by the numbers. 26/16 PS, 17/12 torrent, 14/12 storm surge (shifted points from elsewhere just for the sake of checking), sheet damage for PS is 32-44k in 1.2.1.5 and 27-37k 30-40k in 1.2.1.6, and while it doesn’t really match changes to transmuter, it’s still a nerf - % weapon damage on base node didn’t change, tho apparently other flat values went up.
they are saying Primal strike was supposed to have 100 extra WD on 0.6, but it didn’t/doesn’t currently have
that 100wd would then be the compensation for the higher TS penalty you see/0.5 PS base wd = 395, 0.6 PS base wd = 395; should be 505
Made some tests. Things looks better now. Average time in 30-31 now 6-6.30 (made 6 or 7 runs and got a lucky 5.05 run). PS still lacks single target dmg and Ultos set itself lacks OA, DA, mana regen. Also it would be nice to see some more points to shaman as 4 pcs set bonus (+3 or +4) - it would help a lot and other staff in game already have +2/3/4 for 2/3 masteries while ultos got just shaman.

does it make sense to switch seal of blades to something else in such case? LIke Silvercore Bolts? Considering build survives more due to health regen.
Such a pity it is not possible to put Hell’s Bane Ammo into axes to get more lightning damage.
