Proc spells on equipment that player classes have, and bonuses to those spells?

As an example the Mythical Wendigomane Leggings have a chance on being hit to cast SIphon Souls, which is just the Necromancer skill of the same name. If you have points in Blood Boil or Sear Souls, or skill points invested in your own Siphon Souls, would that affect the proc in any way? Or is the proc WYSIWYG?
