When a building is on fire the citizens will rush to a well scoop up water and throw it back in the well (like they were trying to put out the fire). Some villagers will then run empty handed to the building and stand there. When the fire is over all the villagers drop their buckets (perhaps they should then dump the water back into the well or more to storage).
