But what is this even for when the item or the set doesn’t change the summon limit?

mortar trap natively gets 3 summon limit when it reaches 24pts
you can also increase summon limit with other items directly
using pyran helm then lets you burst summon mortars either way, ie 3 at once instead of having to wait multiple cooldown casts
