It was a problem I have never had myself, but after years playing the game and walking reddit and other communities it seems that this is something that would help newcomers identify the quests they need to do to progress with the story (since most newcomers just accept every quest they see and quickly get drowned by it and just give up advancing and playing the game because of it).

Yes, but only after you get the quest.
What I meant (my fault since now I see the post is a lil bit ambiguous) is the icon on top of NPCs.
