in a video i have seen a person who has gotten up to 3 stacks of the arcane barrier buff. my arcane barrier is lvl12 now but im still only getting 1 stack and i dont find any info about this. do these additional stacks come by leveling it up more or is that somehow item related or was that changed in a patch? (the video is a bit older)

I do not think the stack limit grows with rank. However with rank they protect more, so there is less chance that you actually deplete the barrier before you get a new one.
thanks for the answer. yeah thats what i thought too, since i didnt find any information on having more stacks. but i really wonder how this guy here in the video (https://youtu.be/UNmelAdiK2o?t=386) can have 3 stacks at once. must be some equipment piece or something that allows this maybe.
I have 3 stacks very often too… as I said, you need to make sure the barrier survives over the cooldown and also the hits you need to take to activate another one.
NO GEAR can change devotions btw.

To expand on this, no buff “stacks” like this except for charge skills like Cadence, Savagery, and Righteous Fervor.
What you’re seeing with Arcane Barrier is a bug where the UI indicator displays a remaining duration for a buff that has no duration, based on the amount of absorption remaining for the buff. Been like that since Devotion buffs were added to the UI.
Wondering why this can’t be fixed? I mean Turtle shell never does this
