does the 20% chance affect only damage done with weapon skills or can it apply with spells like trozan?

it affects all skills that have % weapon damage, and zooms with the percentage.( 100% maxium)

wait what, serious?? %proc flat dmg doesn’t scale fully with weapon dmg%?? :hushed:
