If an item increases the cooldown of Phantasmal blades by 1 second (through a skill modifier) and I also take the transmuter Frenetic throw, will the final cooldown be 0 or 1 sec?

in the case of frenetic throw it’s reducing cooldown by a direct value
so base pb is 3, fren is -3, item is +1 = 1
here’s a counter example Infiltrator, Level 100 (GD 1.2.1.6) - Grim Dawn Build Calculator ; conduit reduces by 100% instead of a flat value, so it doesn’t matter if adding +1 since you’re still bumping off 100%

In the case of something like Quick Jacks, % CDR is applied last. So flat cooldown increases to Stun Jacks would still be nullified by Quick Jacks transmuter.
As a side note, I just realized that I haven’t yet made a build with these 1-handed guns, even though I planned it for a long time. Nightblade + Inquisitor seems like the best choice indeed, but I’d make it around Fire strike (for Demolitionist + Inquisitor). Yours looks great with ABB as a main skill. And you’ve taken advantage of the 100% cooldown reduction, to buff ABB as high as possible. The best use of skill modifiers here. I also have to make a version similar (if not identical) to yours, because I see that I don’t have that one either. I only made the acid version (with Amarastan crusher mace). There are still a lot of good combinations to add to my list.
This should be the stub for the version I have in mind.
Whoops, it looks like the axes have physical damage and there’s no way to convert that to fire, with this gear setup, so I need to think it through better. 100% physical to fire can be achieved by replacing one Moltenclaw with Cinderscorn.

I like the idea of scaling ABB so much, while keeping the cooldown at 0, but what I don’t like is the chaotic conversions. I usually like to make conversions and global damage scaling as harmonious as possible. I don’t doubt that the build is efficient, but aestetically and conceptually it bothers me. It’s the same reason why I wouldn’t use Nex + Ortus.
This is the only version I could come up with and satisfies me, because it converts 100% physical, cold and piercing damage to fire and even 50% lightning to fire. It also has two powerful secondary skills (Ring of steel and Canister bomb) to supplement ABB, which isn’t scaled at all by any skill modifiers, so its only advantage is that it doesn’t have a cooldown. I might discover in time other combinations to make with spammable ABB, but right now it’s all I could put together.
But you know what? The build you showed me has weapons with pure cold damage, so strictly when it comes to ABB, I don’t think you lose any weapon damage for the skill due to conversions, right? I think that I should make a version with the conduit and the two pistols as well, while wondering what other secondary skills to sneak into the mix. Because that version gives you a supreme spammable attack, when compared to the one I made. It’s definitely the better version.
