According to the statistic I have enough food and the homestead to be is with in the Market radius. Second what constitute two foods?
I finally got some of my shelters to upgrade. I THINK it’s just a matter of making sure you have different types on hand, and waiting for the residents to pick em up 
And I believe that two “types” is just any two different foods. Could be wrong though!
