Do skills such as Field Command also benefit the player? Or is it only NPC’s and other players if you’re in multiplayer.
I was unable to find any information on this from a preliminary search, and can’t tell in-game.

You are allied with yourself so all skills that reads “affects allies” also affect yourself
They benefit you and allies/pets nearby. You can tell from the buff icon just above your health bar and below the character window of anyone you are in a party with.
I am not allied with myself. So, apparently, I will not benefit from it…

I think that was a bug in PoE once, which I thought was a feature - the timer was one off, so when you cleared an area, it said “1 monster left” 
Are there any skills that don’t affect the player?
Anything you Reserve Energy for is basically like an aura. Gives you and allies (Pets as well i assume?) X Listed Effects. Just like in POE pretty much.
spectral binding do not apply to allies or pets. Not Maivens spehre of protection either.
Yeah come to think of it i do remember there being a couple exceptions.
Should i be finishing up both of expansions before moving on to Ultimate? Im gonna assume yes seeing how im not even level 70 yet going into the last boss on Elite. Figure i can clean up both Expansions and be close to ready for Ultimate?
Should and should do whatever you want. Level 70 is pretty low for ultimate, but there is always monsters/area scaling so
