Quick Question about Bonemonger

Hi all - does anyone know if the “100 Aether Damage to Inquisitor Seal” from the Bonemonger set adds flat damage to your weapon like “Arcane Empowerment,” or alternatively does it affect the “Rebuke” part of inquisitor seal?
