My question is which devotion is best bound to primal strike?
I read a lot about arcane bomb, but going elemental storm
should also work?
Last question: Is spear of heaven worth?

You should go both of them, coz resistance reduction provided by Widow and Crown stacks.
So it’s not big difference, which one you will bind on PS.
i recommend use Oleron’s Blood component and attach one to it active skill.
Spear worth it, but i recommend grab Dying God or even 5 point in Revenanth instead.
