Replace hard char level requirements with optimal attributes

Why are there minimum p-char level requirements on equipment? The only concept of levels in the game world are skill levels. The concept of character levels has meaning only in the transcendental realm of real life, which ruins immersion. If char levels are meant to track a char’s progress through the game, experience penalties undermine that. Based on the end game, GD is never really meant to end, so char levels are just in the way for no good reason. Attribute requirements should be enough, but instead of hard limits, lets have optimal attributes, with penalties for being under and bonuses for being above.
