This was advertised but I’ve never seen one. Are they a faction reward?
I’ve got several of the reset attributes, but looking for the one that resets mastery bar points.
You can reset mastery points at the spirit guide.

The only potion advertised was the attribute reset potion, there’s no potion to remove mastery bar points. You can now remove points from the mastery bar in the spirit guide, the same way as points in skills.
Before you accuse someone of being wrong, you should make sure they actually are wrong. In this case, you’re shooting your mouth off an looking like an idiot.
The spirit guide can reset mastery points with the expansion. Go try it, then come apologize.
