For most retal builds, legendaries are strictly BIS because they mostly have flat retaliation and percentage retaliation damage on them. there are not enough green item options that offer both, either the affixes dont provide %damage or there are no affixes at all. The affixes that are there are extremely lackluster.
So yes retal builds could use some love regarding greens, MIs and affixes that provide flat and percentage damage. Otherwise gearing for those builds is extremely limited.
