Retaliation quickie

For a retaliation build, should i be reducing stats like DA. Armor, shield block, dodge chances etc so that enemies hit me more often and trigger the retaliation?

DA yes. Dodge as well.
All other things happen after a hit, you can keep them.

Yes, avoid DA, melee dodge and %chance to fumble. And various CC (stun, freeze, terror, etc.) and attack speed debuffs, though those usually affect only “trash” mobs.
Avoid projectiles and %impaired aim are fine, because projectiles dont cause retaliation anyways. Entrapment and skill disruption are fine too, as they dont prevent melee attacks (the latter even helps a lot as enemies wont “waste” their time on spellcasting).
