Mageslayer set will offer more freeze RR debuff in next patch,so OFF is going yo be slightly more useful.Right now 1-50 olexra and fireblast combo are facerolling,is one of the better choices.OFF has some value with end game,so it sucks mostly mid to end game,when you don’t have set.Otherwise is ok skill.
except none of the bosses get affected and rr is king.
you could probably reduce max freeze resistance by 5-10% via the heroboss resistance monster passive which every boss has, and leave it overcapped on act bosses.
So, will giving it the ability to RR without having to Freeze stuff make it OP? Even if the RR’s numbers were adjusted accordingly?
I think that is what most people in this thread want instead of the ability to freeze nemesis and celestials. Unless I am wrong about this, which is very much probable.
As my own personal rework to the skill listed, the freeze can remain a component, but not be the primary skill node, nor changed to work on bosses either. The current OFF super sized AoE freeze blast that is the first node can be instead put on the second node as a separate spell cast upon casting the initial spell (Similar to Torrent on Primal Strike), retaining this value, although only doing Frostburn damage for that initial hit/tick. This allows this component of the skill to remain useful regardless of if the target can be frozen, although acting as a large area freeze would be a potent secondary component for trash. The primary skill would instead basically be Heart of Wrath, only with less damage and uptime until you have a lot of overcap+CDR, and have RR in its place, giving Arcanist much needed RR, as well as giving a skill to Arcanist that is a debuff to enable far more potential options for gear transmuters to change Arcanist stuff to support unique damage types, and not be pigeonholed into having to massively buff just one skill on another class instead (Often resulting in the case where they just ignore the arcanist side of the set combo entirely, and go for that + another class). Note that I did adjust all values to reasonable values on the skill damage and RR. I didn’t leave it’s original 100% potential fire RR intact with that rework to the skill concept.
As for the people who have asked “Have I used OFF lategame?”
Yes. One of my highest playtime characters was a CDR Spellbreaker before they took a massive butcher’s axe to that build due to the fact it broke the (At the time) new Crucible mode because of 100% CDR on Shadowstrike being just a WEE bit busted.
then the middle one, duh, debuff that always affects an enemy, values altered accordingly (so CoF levels of fire and phys rr, maybe small chaos rr too if we are feeling fancy), freeze replaced by slow, freeze given to abs zero which is a secondary attack that only happens when you cast the skill, not once per second on every applied target.
This is not entirely beyond the sphere of possibility. But:
it would require enormous amount of balancing work,
cooldown would have to be increased and a lot. This in turn would make this skill even more useless than it is now. In the way game mechanics function you gotta choose: freeze heroes- (minus) all the time or bosses+ once in a blue moon (this actually is already possible with certain mutators - I’ve seen nemeses frozen for a whole second on that build above from 1.1.0.0).
My suggestion is to quit this topic altogether, because imo nothing can be done, and focus on the more pressing issues like more DG nerfs and more glass cannon meta nerfs (freaking 13% less rr and 16% less racial on the holy Deathmarked infiltrator WTF!!!), irrelevance of aether (haven’t seen a single binder since 7.1) and arcanist mastery in general, etc., etc.
I would actually like this skill to become cc/mobility skill. We already have teleportation runes that deal damage upon arrival at your destination.
So maybe skill can work that way? You teleport and then cast your usual ice nova. That way skill is not useless without dedicated set and it can became staple for all arcanists builds.
I think it would really benefit all arcanist casters and make them feel more like mages.
And those builds were only as such because of abusive CDR stacking + resets with invulnerability from Mirror, because ultimately 100% damage negation with a permanent uptime is enough to make a build overpowered regardless of if it’s damage output is top tier or not.
Outside of that? Arcanist has been shit for well over a year. Arcanist identity has pretty much been “Mirror, Maivens, and Star Pact” and that is it.
Times have changed, but arcanist stuck in the past. Maybe better to try it once and rollback changes, if it would balance-breaking? Let’s testers say the word first. That’s all I want.
I kind of want OFF to have -%elemental RR instead, without the freeze requirement ofcourse. My pet Warlock is atm worse than Conjurers and Cabalists T_T
