Ring of Steel - Dryad devotion

Playing with devotions, I noticed my initial plan to put the Dryad devotion skill into Ring of Steel won’t work in game.

Could anyone tell me why Dryad’s won’t allow selecting Ring of Steel? Or should I bug it?

Probably because it’s classed as a debuff or utility not as a attack. It’s not a bug.

I can attach Tsunami to Ring of Steel. Tsunami attaches to an attack.

Seems odd to me…

edit: I just looked through and every other “on attack” celestial skill I checked listed Ring of Steel except Dryad.
