Construction workers won’t build new roads or upgrade existing roads. I have clicked on the road for them to prioritize but that does not work.
Make sure you have enough builders/laborers available and not too many tasks for them.
Oh man I’ve been playing for 40 hours and didn’t notice I could adjust the number of builders! 
Thanks for the feedback. I always adjusted workers at buildings to get the level right for labourers, but didn’t see the builder plus and minus buttons!
