Sometimes merchants bring spices and seasonings, but what are they for? Can anyone tell what it’s used for?

Supposedly they’re a luxury item that grants a bunch of tax revenue and happiness, but I think they might be bugged for me? They appear in my global storage but not any of my actual storage buildings, so markets don’t stock them and they just rot 
You need to have level 4 houses to make use of them.

It’s basically a means to generate high tax yields from Tier 4 (and Tier 5 if we get that) housing, so another way of getting late game income. Idk what they get taxed at since I’ve never bothered.
Has anyone mentioned if they’re planning to implement spice production somehow?
