After a few punches, he keeps using the Sunder move a few times.
Then he goes to a regular skill rotation, using it only every ~15 seconds.
On Ultimate his behaviour appears to be as intended.
That poor bastard cant hit you anyway, cut him some slack xD.
Seems as if he attacks with Sunder until it is applied…
After further testing, it seems the Shambler always uses the move, when he is at a certain distance from the player:
