You can make a public party requesting it. There are many people who can even give it to you for free, or trade for something. Back when it was introduced and level cap was 60, we had it drop 3-4 times per hour in nemesis farming sessions. I ended up just giving away most of them since people who need them tend to not have much to offer in return anyway.
