I’m pretty sure it’s because all the inhabitants are garrisoning, and I remember an entry in a patch note a while back that garrisoned inhabitants never stock their homes.
I also noticed this sometimes, I don’t understand why garrisoning soldiers don’t stock their homes, they have one of the least active jobs and can laze around for literal years.
This is another (probably unintended) side effects of the game trying to place workers of single factories all in the same house. This wouldn’t be an issue if soldiers were evenly spread throughout the village.
It sometimes happens too when the game fills an entire house with hunters and foragers, who stock their huts instead of their houses in town.
