I think your argument is flawed in that the real world manufactured goods import/export is because of a differential of labor costs, not technological aptitude. It is more economical to produce microchips in a place with cheaper labor than it is to do in a place with more expensive labor. The technological knowledge exists to do it in either place.
A colony, seeking to become independent, would not choose to be dependent on those they have escaped form (in my opinion). It might be more difficult to produce such goods for themselves, but if they have the resources and the knowledge, it would be in their interest to be self-sufficient.
The ability to work metal would be absolutely necessary in such a settlement, everything from nails, to horse shoes, to farming implements, to kitchen utensils, would be needed. Tools and heavy tools, even if crude, would need to be produced locally to be independent. It would not be possible to build such a settlement at all otherwise.
