Why some numbers are white, like in Curse of Frailty and Vulnerability?
You don’t have bonuses on items to those skills. They will become blue once you do.

and red means that you have too many points in the skill 
like Dreegs eye, you can only get benefit from +10 above the so called “soft cap”, i.e. max rank of dreegs eye is 22/12
