As the title implies, do different sources of “Reduced Targets Damage for x seconds” stack?
If so, is this additive or multiplicative? (I would assume multiplicative).
Does this affect DoT’s/flat/% damage equally?
Usually, the “x seconds” is 1, which is continuously applied for the duration of the skill/spell. In the linked build below, for AoC, this is constant. For Ravenous Earth, it’s the duration of the skill.

Although I do have a lvl 95 toon with this exact setup, being a busy bee, I’ve little time to test.

Do you know what the highest source is? 30% on Decay is the highest I’ve seen so far.
I highly doubt it’s additive or that it stacks. It’s a debuff from the same source. It doesn’t matter if it’s another item, debuffs generally are considered the same source.
If it was a proc I’d agree with you but other types of debuffs such as the slow on flamtstrife do stack, or seem too at least. Or the -cold res on chillstrifes.
Besides % reduced target’s damage, I think it’s also worth mentioning % reduced target’s Elemental damage as well on Nullification/Horn of Gandarr. At max rank, it reduces by 33% and max overcap goes up to 45%. On the right enemy (such as Valdaran or Mogdrogen), something like this would be huge.
So how does the mod on Voice of Dreeg work then? Assuming you have 12/12 decay as well, this mod seems a bit pointless if only the highest one works? Which one would work anyway, how does the game ‘decide’ if the numbers are the same? This is making little sense to me.
Assuming that item modifies the skill, it would be 25+25, so 50% reduced elemental damage, 25% for everything else. It might also be multiplicative, I don’t know which one would be correct. BUT if Ravenous Earth and Decay are classified as separate skills, meaning decay is RE’s skill (like, something it casts - Foul Eruption is like that), it might be just replaced. So in the end, Decay basically doesn’t exist since it is put straight into the Ravenous Earth skill like it was one skill with 28 points you can add.
For short, Ravenous Earth behaves like Decay would just modify the RE (just like other items do) and increase the point cap to 28/48 with item bonuses, meaning you can increase the damage reduction even further to either 50 or 43.75% (if multiplicative).
