As the title, I have added construction of 4 farms and halted 3 of them, the game still had farmers reserved for halted farms
This is not a bug as people use this strategy to jumpstart a single farm beyond normal limits.
If all 4 farms are paused and there are still farmers assigned with no fields to work on, that IS an issue we plan to address.

Okay, I understand, but maybe increase the limit of max workers instead? Due to the current setup I can’t reserve fields for the future build - not a high issue, but QOL
You could try pausing, placing the fields, building the fences around them, then removing the fields? It’ll make it pretty clear that area is reserved for fields

Usually when I’m plotting out my first fields and don’t have the workforce for it, I will manually toggle off those extra farmers in the professions panel. This is not a long term solution, because then ALL professions are on manual and if folks die you have to go in and manually refill their jobs. Once you’ve got a couple fields built, you can go to the individual fields and take their assigned workers down to a number that balances things out - say the paused fields are requiring 10 farmers, but you only need 12 farmers total, set those constructed fields to only 1 or 2 farmers each. Because farmers work as a group, and not as individual fields, you still have a workforce that can handle all your planting/harvesting needs.
Usually I remember to go turn those farmer numbers up as I expand, but as long as you have enough TOTAL farmers (aka crops aren’t rotting in your fields) it doesn’t matter how many farmers are assigned to an individual field. AFAIK.
