I am just trying to figure out how a storage cart when full unloads to the nearest storage yard or what ever.Any tips would greatly be appreciated 
It doesn’t. Villagers will come and get stuff out of it, but you can’t command them to move stuff out.

Best what You can do is to uncheck all the items and wait for them to be taken when needed.

It is possible to move the items from Cart storage out.
Just move the Cart using the move icon when clicking on the cart along the left.
Place the cart next to your Trading Post.
Using the Trading Post transfer item you can move the items you want. They will deliver items that are the nearest to the trading post thus the cart stuff.
Uncheck all items from the cart.
Use the trading Post again to move items back to Global and this will move items back to our other storages that have those said items checked.
